What Can Actually Go in the Recycling Bin? The Definitive Guide for Offices and Commercial Facilities

Plastic bags. Coffee cups. Pizza boxes. Takeout containers. These are the items that create the most confusion at recycling bins every single day across commercial buildings, offices, schools, and public spaces. Getting them wrong costs far more than most organizations realize. Here is what the science, industry standards, and Materials Recovery Facility (MRF) operators actually say about each one.

Approximately 25% of everything placed in recycling bins in the U.S. does not belong there. That contamination rate costs the waste management system an estimated $3.5 billion annually in sorting labor, equipment damage, rejected loads, and landfill disposal fees for materials that were supposed to be recycled. The National Waste and Recycling Association has documented those costs: roughly $1.2 billion in manual sorting, $500 million in equipment damage and maintenance, and $800 million in landfilling rejected loads. Those costs are ultimately passed to communities and businesses through higher waste management fees.

But here’s the critical context: most people who contaminate recycling bins are not being careless. They are genuinely trying to do the right thing, working from incomplete or outdated information, or falling victim to “wish-cycling” — placing something in the recycling bin and hoping it gets recycled, even when it won’t. Better information at the point of disposal is one of the most cost-effective interventions available to facilities managers.

This guide answers the six questions that generate the most confusion, grounded in current MRF guidance and industry research.

First: What Generally Goes in a Commercial Recycling Bin

The core materials that most MRFs accept

Most commercial single-stream recycling programs, processed at a Materials Recovery Facility (MRF), are designed to handle a core set of materials. The golden rule across virtually every program: items must be empty, clean, and dry. A quick rinse is sufficient for containers; items do not need to be spotless. Here is what the vast majority of commercial programs accept:

The Most Important Rule in Recycling

When in doubt, leave it out. Placing a non-recyclable item in a recycling bin does not get it recycled. It contaminates the materials around it, potentially ruining an entire load. A wishfully deposited item does more damage in the recycling bin than it would do in the landfill bin. Uncertainty is always a reason to choose the landfill stream, not the recycling stream.

Can Plastic Bags Be Recycled?

Not in the curbside or commercial recycling bin. Ever.

Plastic bags are the single most damaging contaminant in commercial recycling programs. MRF operators describe them as “Public Enemy No. 1.” The reason is mechanical: plastic bags, film, and flexible plastic wraps wrap around the spinning disc screens and conveyor belts inside sorting equipment. One MRF in Minnesota reported spending a minimum of two hours every day cutting plastic bags out of their machinery. The lightweight, flexible nature of bags also causes them to travel to the wrong places inside the MRF: air blowers designed to separate paper send bags flying, and they end up contaminating paper and cardboard bales, making those materials harder or impossible to sell to mills.

There is also a market problem: even when bags do make it through sorting, they arrive dirty and contaminated from the process, and the market value for dirty plastic film is extremely low. Most MRFs cannot generate enough revenue from plastic bags to justify the equipment investment and labor required to sort them. The result: plastic bags that reach a MRF almost always end up in landfill, having caused significant disruption along the way.

This applies to all flexible plastic film: grocery bags, bread bags, dry cleaner bags, bubble wrap, plastic shipping envelopes, air pillows, and the plastic wrap around toilet paper and paper towels. None of these belong in a commercial or curbside recycling bin. The same rule applies to bags used to contain recyclables: placing recyclables inside a plastic bag before depositing them means the entire bag gets treated as trash by haulers and MRF workers.

VERDICT: Landfill bin or designated film drop-off only

Plastic film can be recycled at designated retail drop-off locations (many grocery and big box stores). Collect film separately and bring it to a drop-off point. Never place in the recycling bin.

Can Coffee Cups Go in Recycling?

Almost certainly not — despite looking like paper

Disposable paper coffee cups are one of the most widely misunderstood items in recycling. They look like paper, they feel like paper, and many carry the recycling symbol. But approximately 500 billion disposable paper cups are used globally each year, and the vast majority cannot be recycled through standard commercial or curbside programs. The reason is structural: single-use paper cups are lined on the inside with a thin layer of polyethylene plastic, which makes them waterproof and suitable for hot beverages. That thin plastic coating, less than 5% of the cup’s total material, makes the cup non-recyclable at most paper mills.

During paper recycling, materials are mixed with water to create a pulp slurry. The polyethylene lining breaks into large plastic flakes during this process, which clogs equipment and contaminates the paper fiber. Most paper mills automatically reject loads containing paper cups, and waste audits consistently find disposable cups among the highest-occurring items in landfill waste. Even when recycling symbols appear on cups, those symbols do not reflect actual recyclability in standard programs.

The plastic lid that comes with a coffee cup is a separate material from the cup. Clear plastic lids made from #1 PET or #5 polypropylene may be recyclable in your program — check with your hauler. The sleeve wrapped around the cup is usually recyclable paper if dry. But the cup itself belongs in landfill in almost all commercial recycling programs.

There is important progress happening in this space: some MRFs are now accepting paper cups as part of mixed paper bales, following commitments from paper mills to accept the material. Rumpke’s new Columbus MRF, which opened in 2024, added paper cups to its accepted materials list after securing commitments from mills. But this is still the exception, not the rule. Check your local hauler’s current accepted materials list before adding cups to your recycling stream.

VERDICT: Landfill bin in most programs; check your hauler

Empty any remaining liquid before disposal. The lid may be recyclable separately. The best solution for high coffee cup volume in offices is to provide reusable mugs or cups and eliminate single-use cups from the waste stream altogether.

Can Pizza Boxes Be Recycled?

Yes — with conditions. This one has changed significantly.

For years, the guidance was clear and categorical: pizza boxes go in the trash. Grease contaminated the cardboard, and contaminated cardboard couldn’t be recycled. It turns out this was an overcorrection. Research by WestRock, one of the world’s largest paper and packaging companies, found that grease and cheese at typical levels on pizza boxes are not a problem for paper mills. Pizza boxes average only 1 to 2% grease content by weight, and cardboard would need to be approximately 20% grease by weight before the recycling process is significantly impacted. The American Forest and Paper Association updated its industry guidance in light of this research: pizza boxes are recyclable. Over 80% of Americans now have access to recycling programs that accept them.

Modern paper mills have become increasingly effective at screening out food residue during the pulping process, and the volume of pizza boxes reaching any individual mill is typically too small to affect output quality. That said, some local programs and haulers have not yet updated their guidance, so checking your specific program’s accepted materials remains important.

The practical guidelines are:

  • Remove all food: crusts, cheese, napkins, and the plastic tripod that keeps the lid off the pizza
  • Lightly greased boxes (typical post-pizza grease stain) are fine to recycle in most current programs
  • Heavily soiled or soggy boxes should be torn: recycle the clean top portion, landfill the saturated bottom
  • Flatten the box before recycling to save space and improve sorting efficiency
  • Confirm with your hauler or local recycling program, as acceptance varies by jurisdiction

Are Takeout Containers Recyclable?

It depends entirely on the material. Container by container.

Takeout packaging is one of the most diverse and confusing material categories at any commercial recycling station. The same meal can arrive in materials ranging from fully recyclable aluminum to completely non-recyclable polystyrene foam, often packed together. Here is a breakdown by container type:

The Black Plastic Problem

Black plastic is one of the most common and least-understood contaminants in commercial recycling. The carbon black pigment that gives these containers their color absorbs the near-infrared light that MRF optical sorters use to identify and sort plastics. Black plastic is essentially invisible to sorting technology and passes through to the residual (landfill) stream regardless of where it’s deposited. As of 2024, only about 5% of plastic waste in the U.S. is recycled, and black plastic accounts for a disproportionate share of what is not.

Why Is Contamination Such a Problem?

Recycling contamination is not just an inconvenience. It is a systemic problem that costs money at every point in the process and ultimately sends materials that could have been recycled into landfill. Here is how the damage propagates from bin to MRF to landfill:

At the Bin

Food and liquid contamination soaks into paper and cardboard, making those materials impossible to recycle. A coffee cup with residual liquid deposited in a recycling bin can soak the paper beneath it within hours. A greasy container can transfer food oil to clean paper materials. Contamination at the bin level is the lowest-cost point at which to intercept it, which is why bin design and signage, addressed in the previous blog, are so important.

At the Collection Vehicle

Plastic bags and flexible films wrap around the mechanical components of collection vehicles, causing equipment damage and delays. Once materials are compressed in the truck, contamination spreads: liquid from one container soaks into surrounding paper and cardboard. Materials arrive at the MRF already partially compromised.

At the MRF

MRF operators report that plastic bags cause multiple shutdowns per day — workers must physically enter machinery to cut out tangled material, creating safety risks and costly downtime. Small items (loose bottle caps, plastic utensils, shredded paper) fall through gaps in sorting equipment and become residue sent to landfill. Contaminated bales — materials sold to mills that contain non-target materials — are rejected by buyers, forcing MRFs to absorb disposal costs for material they have already sorted. A load with contamination rates above threshold levels may be rejected entirely, sending a full truckload of potentially recyclable material to landfill.

The Cascade Effect

The contamination problem is self-reinforcing. When the public sees recycling trucks and landfill trucks using the same disposal site, or hears that recycling loads were rejected, trust in the recycling system erodes. That erosion reduces participation, which increases contamination rates from lower-quality inputs, which leads to more rejections. Maintaining clean recycling streams is not just about environmental outcomes — it is about sustaining the viability of recycling programs themselves.
